TOP600 Europe — Regional Market Index

The TOP600 Europe index identifies up to 600 regional commercial real estate markets across European countries meeting the population, income, and retail infrastructure thresholds established by the co-location regional market framework. European markets present a distinct set of structural characteristics relative to North American comparables: denser historic urban cores, stronger public-transport dependence, more regulated retail planning environments, and a broader range of income levels across member states of the European Union. The index applies consistent screening criteria while accommodating these regional differences in the ranking methodology.

Scope and classification

A European regional market qualifies for inclusion when it meets the same three primary screens applied to North American markets: population range, disposable income signal, and power centre investment confirmation. In the European context, these screens are applied with market-specific adjustments:

Population range. Cities and agglomerations typically between 50,000 and 500,000. In higher-density European countries such as Germany and the Netherlands, the lower bound is effective at 50,000; in larger-territory countries such as France and Spain, metropolitan boundaries may extend across broader geographic areas.

Disposable income signal. The European income signal is assessed relative to OECD household disposable income benchmarks for the relevant country, not against a single continental standard. A regional market in Germany at the 50th income percentile may meet the threshold where an equivalent percentile market in an EU accession state may not.

Retail infrastructure. European retail formats differ from North American equivalents. The presence of pan-European retail anchors — warehouse clubs, hypermarkets, home-improvement chains — serves as the infrastructure signal. Planning-restricted markets where national retail penetration is constrained by zoning regulation are scored separately.

Primary coverage focuses on markets across:

  • Germany — the largest European national market, with strong representation in Baden-Württemberg, Bavaria, North Rhine-Westphalia, and the former East German states
  • Spain — markets spanning Castile and León, Aragon, the Valencian Community, Andalusia, and the Basque Country beyond the primary Madrid and Barcelona metros
  • United Kingdom — markets outside London and the South East, concentrated in the Midlands, the North of England, Scotland, and Wales
  • France — markets outside the Île-de-France region, with coverage in Occitanie, Nouvelle-Aquitaine, Auvergne-Rhône-Alpes, and the Grand Est
  • Netherlands, Belgium, Austria, Switzerland — targeted coverage of OECD-standard income regional markets
