Canada, the United States, Spain, and Mexico each carry an intended, country-by-country programme article. Every one is currently at the planned stage: development regions and a site register are to be defined and tracked as each country's programme matures.

Regions and Tracking
Development Regions defines the geographic and jurisdictional zones that segment market data, regulatory context, and site-selection scope. The Development Site Monitoring Register is the passive tracking register that holds qualified sites removed from the active pipeline — for adjacent land unavailability, for example — kept scored with documented re-entry criteria.
