MCorp verifies zoning approval and establishes an active development timeline before completing any land acquisition — speculative land banking is prohibited by the acquisition model, not just by policy. Every parcel has a verified path to development under applicable municipal regulations before the purchase contract is executed. ## Pre-acquisition zoning verification

No land purchase may proceed without prior verification of the applicable municipal zoning designation. Verification confirms that the target development — a professional office building meeting the [[asset-architecture-standard|Asset Architecture Standard]] — is a permitted use under the existing zoning regime, or that a rezoning approval is already in hand before purchase.

Post-acquisition rezoning is not part of the acquisition model. A parcel whose development use depends on rezoning approval that has not yet been granted is not an approved target. The zoning must be confirmed to permit the intended use before the purchase contract is executed.

## Active development mandate

The enterprise holds land strictly for active development. "Holding" in this context means a parcel is acquired when the development timeline is defined — design approved, financing in place, construction start date established. A parcel is not acquired speculatively on the expectation that a development timeline will be established later.

This rule eliminates the carrying cost exposure of indefinitely held vacant land. A parcel held without an active development schedule generates no revenue, incurs municipal tax obligations, and exposes the portfolio to the risk that conditions supporting development — zoning, anchor presence, financing terms — deteriorate before development proceeds.

## Prohibition on speculative land banking

Speculative land banking — acquiring parcels with no defined development timeline in anticipation of future appreciation — is structurally prohibited. The prohibition is not a policy preference; it is a consequence of the development mandate. A parcel without an active development timeline does not satisfy the conditions for acquisition.
