docs(site-selection): consolidate urban archetypes into site-selection -- move commuter (PKS) + urban-fringe (VWH) out of the urban category to sit beside retail-centres (PRO), the third Location Intelligence archetype, which was already here. Slugs unchanged (no URL change, no redirect needed); index_group carried over intact, so the archetypes section moves wholesale from urban/_index to site-selection/_index. urban/_index Start-here retargeted (pointed at the departing commuter article), and urban's lede/short_description/categories.yaml scope/wiki-structure entry narrowed to what the category still holds -- demographic and parking standards.
