docs(projects): fix Urban Fringe country-table figures and rewrite PRO tier definitions to the real V3 predicate-gate system in location-intelligence-archetypes.md -- verified against project-gis's real SCORING-METHODOLOGY.md and the in-progress Urban Fringe JOURNAL paper (JOURNAL-urban-fringe-v0.1.stub.md): country breakdown corrected (US/DE/FR/MX/IT/GB/NL now match the paper's real production figures instead of unverified numbers), PRO tiers renamed Regional/District/Local/Fringe with real predicate-gate logic replacing the simplified anchor-count description; also fixed a pre-existing terminal-section-ordering defect (Data Sources after See also). Also fixed the same terminal-section-ordering defect while in the file. EN+ES.
