T1 Valid (score ≥ 150) is explicitly the entry-level tier with "Primary Target
presence with partial co-location confirmation" — the qualifying bar is materially
lower than what's described here. A cluster meeting the description actually given
would score well above the T2 Hub (≥450) or T3 Apex (≥700) thresholds. Same mismatch
