New Urbanism

New Urbanism is an urban design movement that emerged in the United States in the late 1980s as a critique of post-war suburban sprawl. Its central proposition is that cities and towns should be organized as compact, mixed-use, walkable communities with transit access, rather than as segregated zones connected primarily by automobile. The Congress for the New Urbanism, founded in 1993, codified the movement's principles in the Charter of the New Urbanism, which establishes design guidelines at the regional, neighbourhood, and street-block scales.

Design frameworks: TND and TOD

The movement's two principal design frameworks are Traditional Neighbourhood Development (TND) and Transit-Oriented Development (TOD). TND applies New Urbanist principles to greenfield or redevelopment sites at the neighbourhood scale, establishing grid street patterns, front-facing buildings, mixed use, and walkable block dimensions. TOD concentrates higher-density mixed-use development within walking distance of transit nodes — train stations, bus rapid transit terminals, and multimodal hubs — on the theory that transit access substitutes for automobile dependence.

Design principles

New Urbanism organizes its prescriptions across three scales. At the regional scale, it calls for infill development and densification of existing urban fabric over greenfield expansion; growth boundaries to contain urban sprawl; and transit investment linking established centres. At the neighbourhood scale, it specifies block dimensions short enough to produce walkable perimeters (typically 80–120 metres per block face), a mix of residential and commercial uses within each neighbourhood rather than in separate zones, and civic buildings at prominent intersections. At the street scale, it requires buildings to face the public realm — façades set to the street line, active ground-floor uses, limited surface parking at the front of lots.

Neighbourhood unit concept

The movement also promotes the neighbourhood unit concept — the idea that a walkable neighbourhood contains within a five-minute walk most of the services residents use daily: grocery, pharmacy, medical, banking, personal care, and food service. This is the planning equivalent of the co-location thesis applied to the residential context; the same density of service providers that New Urbanism prescribes for residential neighbourhoods is the product of natural co-location accumulation in established commercial nodes.

Commercial real estate applications

New Urbanism has produced a distinct category of commercial real estate product that differs from both conventional strip retail and purpose-built community shopping centres. New Urbanist commercial districts feature narrow storefront widths (4–6 metres typical), mixed ground-floor and upper-floor uses (retail and professional service below, office or residential above), on-street and structured parking rather than surface lots, and continuous building frontage at the street line. These buildings are designed for pedestrian visibility and access rather than vehicular drive-in convenience.

The commercial density in functioning New Urbanist nodes is high relative to their physical footprint. A 200-metre street block in a New Urbanist development may contain 40–50 individual retail or professional service tenants, organized vertically and horizontally. This concentration of service providers in a small geographic area produces the cross-referral and walk-in traffic patterns that generate high service-tenant occupancy and renewal rates.

Operating complexity of mixed-use buildings

New Urbanist mixed-use buildings are more complex to operate than single-use commercial buildings. Mixed-use strata arrangements — ground-floor commercial, upper-floor residential or office — require careful separation of mechanical systems, access controls, and lease structures. Management of mixed-use product requires operators with experience in both commercial and residential tenancy, or a split management structure with clear delineation of responsibility between commercial and residential components.

Market presence

New Urbanist development is concentrated in coastal metropolitan markets and select inland cities in the United States and Canada where municipal planning policy has supported it. In Canadian markets, New Urbanist principles have influenced transit-oriented development along rapid transit corridors in Calgary, Edmonton, Ottawa, and Toronto, where municipal secondary plans specify higher-density mixed-use development within 400–800 metres of transit stations.

Completed communities and their limits

Completed New Urbanist communities — Seaside, Florida (1981–present); Celebration, Florida (1994); Kentlands, Maryland (1988) in the United States; Cornell, Ontario (1990s–2000s) in Canada — have demonstrated that the design framework produces functioning pedestrian-oriented environments but has not displaced automobile-oriented suburban development as the dominant form of new growth. The economic and regulatory conditions that sustain New Urbanist development in some markets do not generalize across the full range of North American secondary cities.

For commercial real estate investors, the relevant question is not whether a site follows New Urbanist design doctrine but whether it produces the density of service tenants, walkable conditions, and transit connections that generate occupancy resilience. Established secondary-market commercial nodes that evolved organically over decades often exhibit New Urbanist land-use characteristics — mixed uses, pedestrian access, service density — without having been designed under New Urbanist principles.

Relevance to co-location evaluation

The land-use conditions that New Urbanism formalizes as planning doctrine — mixed-use floors, walkable blocks, transit proximity, service density — are the same conditions that the co-location thesis identifies as markers of high-value secondary market nodes. Sites that score well on the co-location ranking system typically exhibit New Urbanist characteristics, whether those characteristics were intentionally designed or have accumulated organically over time.

Transit-oriented development and pedestrian capture

Transit-oriented development zones, in particular, produce the pedestrian capture conditions that support grocery and drug-chain anchors at densities sufficient to attract professional service co-tenants. The anchor's ability to draw customers who arrive by transit — and who, having arrived on foot, are available for additional service transactions within the same node — is the commercial mechanism that New Urbanism's design framework optimizes.

Co-location site evaluators should treat formal New Urbanist designations as one input among several, not as a sufficient condition for high-quality sites. New Urbanist design does not guarantee anchor tenancy, and the presence of an anchor does not require New Urbanist planning. The underlying conditions — tenant density, walkability, transit adjacency, service mix — are the determinant, not the label.
