The **Chester regional market** is a historic cathedral city in Cheshire West and Chester,
located approximately 30 kilometres south of Liverpool and 20 kilometres from the Welsh
border along the A55 North Wales Expressway corridor. The Chester urban area had a population
of approximately 82,000 in 2021, but its functional catchment extends considerably further:
Chester serves as the primary retail, professional services, and healthcare destination for
a cross-border area encompassing Cheshire West, Flintshire, Wrexham, and parts of Denbighshire
and Clwyd, representing a regional catchment of approximately 500,000–600,000 people.

## Economic profile

Chester's economy is anchored by financial services, professional services, tourism, and
healthcare. The city historically hosted major back-office financial services operations —
Lloyds Banking Group and MBNA (now Bank of America) established significant employment bases
in Chester during the 1990s financial services expansion, and Chester remains a financial
services employment hub outside of London and Edinburgh. The professional services sector
— legal firms, accountants, financial advisors — is proportionally larger than in comparable
UK cities, partly reflecting the financial services heritage and the cross-border catchment.

The Countess of Chester Hospital NHS Foundation Trust is the primary acute care facility
for the sub-region, serving both Cheshire West and the Welsh border communities. The
University of Chester, with approximately 15,000 students and a presence in multiple
campuses across Cheshire, is a significant employer.

Chester's tourism sector — driven by the intact Roman city walls, the medieval Rows covered
shopping galleries, and the Chester Cathedral — generates substantial hospitality, retail,

## Commercial real estate characteristics

Chester's primary retail park infrastructure is at the Greyhound Retail Park and the
Broughton Shopping Park (approximately 5 km south, near Broughton, Flintshire) on the
A55. Marks & Spencer, Next, Primark, and major mid-box retailers anchor the Broughton
Shopping Park, which serves the cross-border North Wales catchment as well as Chester's
own residential base. The Retail Park at Sealand Road, closer to the city centre, provides
a secondary large-format node.

The historic city centre — with the pedestrianised Eastgate Street, The Rows two-level
gallery retail, and Grosvenor Shopping Centre — is one of the best-preserved English
medieval retail environments and commands premium rents despite relatively modest city
footfall compared with Manchester or Liverpool.

Professional office supply in Chester includes the Cathedral Quarter and Northgate Street
in the historic core, where law firms and financial services maintain historic building
presence, and the Chester Business Park to the south, which houses corporate back-office
functions and technology company regional offices.

## Cross-border catchment

Chester's function as the primary professional services destination for North Wales and the
Welsh border communities is distinctive: communities in Flintshire, Wrexham, and the Clwyd
coast look to Chester rather than Cardiff or Swansea for specialist professional and medical
services, given proximity along the A55 corridor. This cross-border catchment effectively
doubles the professional demand base relative to the English population alone.
