The **Vitoria-Gasteiz regional market** is the capital of both the Province of Álava and
the Basque Autonomous Community (*Euskadi/País Vasco*), Spain's highest-income autonomous
community. The municipality of Vitoria-Gasteiz had a population of approximately 250,000
in 2021, making it the most populous city in Álava and the third-largest city in the
Basque Country after Bilbao and San Sebastián. The Basque Country consistently records

## Economic profile

The Basque Government (*Eusko Jaurlaritza*) is headquartered in Vitoria-Gasteiz and employs

The University of the Basque Country (*Universidad del País Vasco/Euskal Herriko
Unibertsitatea*, UPV/EHU) has a campus in Vitoria-Gasteiz focusing on business, law, and
health sciences; the main campuses are in Bilbao and San Sebastián. Hospital Universitario
de Álava (formerly Txagorritxu) is the primary public hospital.

## Commercial real estate characteristics

Vitoria-Gasteiz's primary large-format retail is at the Parque Comercial Gorbeia to the
south of the city, adjacent to the industrial zone, anchored by Leroy Merlin, MediaMarkt,
Carrefour, and Decathlon. The El Boulevard shopping centre in the city centre is the
enclosed retail anchor. El Corte Inglés maintains a presence in the central city zone.

The Vitoria-Gasteiz city centre — the historic *Almendra* medieval core — is the primary
professional services zone, with legal, financial, notarial, and Basque-Government-adjacent
services concentrated around the Calle Dato and Calle Eduardo Dato commercial axis.
