short_description: "Capital of the Chartered Community of Navarre with one of Spain's highest regional household incomes and a diversified professional services and manufacturing base."

The **Pamplona regional market** is the capital of the Chartered Community of Navarre
(*Comunidad Foral de Navarra*), Spain's northernmost territory with a distinct fiscal
autonomy (concierto económico) similar to the Basque Country's system. The Pamplona–Burlada–
Barañáin urban agglomeration had a population of approximately 350,000 in 2021. Navarre is
consistently one of the highest-income autonomous communities in Spain, with household
income levels comparable to Basque Country and substantially above the Spanish national
average. This income profile is the primary market selection criterion for [[co-location-strategy|co-location]]
investment.

## Economic profile

Navarre's economy combines manufacturing with agricultural processing, technology, and an
above-average professional services sector driven by the regional government's fiscal
autonomy. Volkswagen's Navarre plant in Landaben (Pamplona's industrial zone) is one of
Spain's most productive automotive factories and is the region's largest manufacturing
employer, with approximately 5,000 direct employees and a substantial supplier ecosystem.

The Navarran government's concierto económico fiscal system — whereby Navarre collects and
administers its own taxes (remitting a negotiated quota to the central government) — creates
a layer of regional government employment and associated professional services (tax advisory,
accounting, public administration, and law) that is proportionally larger than in most
Spanish provinces.

The University of Navarre (*Universidad de Navarra*), operated by Opus Dei and with a
strong international reputation in medicine, business, and communications, is the primary
private higher education institution and a significant employer. The Clínica Universidad de
Navarra is the associated teaching hospital and private specialist clinic, drawing patients
from across Spain and internationally for specialist oncology and cardiology. The Complejo
Hospitalario de Navarra is the primary public hospital.

## Commercial real estate characteristics

Pamplona's primary large-format retail concentration is at the La Morea and Txantrea retail
parks to the north of the city, with El Corte Inglés (in the city centre at Travesía de
Bayona), Leroy Merlin, IKEA (in the metropolitan area), and MediaMarkt anchoring the
Parque Comercial format. The retail park concentration and the IKEA presence are strong
co-location signals in the Spanish market, as IKEA [[site-selection-terminology|site selection criteria]] align closely
with the income and catchment size criteria applied to professional centre assessment.

The historic Old Town (*Casco Viejo*) — famous internationally for the Running of the Bulls
during the Fiestas de San Fermín — is a mixed commercial zone with traditional retail,
restaurants, and professional services occupying the historic building stock. Modern office
development is concentrated in the Sarriguren and Burlada professional zones outside the
city centre.
