The United States hosts 85 Tier 5 commercial convergence sites across 3,500 evaluated primary anchors; Canada produces 12 Tier 5 sites from 400 evaluated anchors. The North American index evaluates the structural convergence of major retail operators across the United States, Canada, and Mexico. Using the [[co-location-methodology]] and operationalised by the [[co-location-ranking-system|deterministic ranking system]], the index identifies the highest-value commercial nodes based on the verified proximity of Primary Target [[co-location-anchors|anchors]] to secondary and tertiary supporting anchors. Map-facing tier labels follow the ICSC hierarchy described in [[co-location-tier-nomenclature|tier nomenclature]].

## Market scarcity and quality validation

Achieving a **★★★★★ Tier 5** designation requires the verified convergence of four independent, capital-intensive site selection processes (Primary + Two Secondaries + Two Tertiaries) within the requisite catchment radii. Due to these stringent criteria, Tier 5 sites represent a small fraction of the total North American retail landscape. 

These sites are the apex of commercial validation: the trade area's strength independently confirmed by multiple capital-intensive operators across all required anchor categories.
